Street Condition Ratings

Each year, the City employs a consultant to evaluate the condition of each City street. This evaluation uses a methodology known as Pavement Surface Evaluation and Rating or PASER.  The following maps display the results of recent surveys.

To help you understand the information in this report, please note that the column titled “PASER rating” contains the condition rating of the street. The following table will help you to understand the rating for each street.

First signs of wear. Little or no crack erosion. Little or no raveling. Few if any patches in good condition. Remedy/Action: Maintain with crack seal.
6--FairLongitudinal cracks open 1/4-1/2 inch. Transverse cracks open 1/4-1/2 inch. Transverse cracks less than 10 feet apart. First sign of block cracking. Sound structural condition. Blocks are large and stable. Slight to moderate polishing or flushing. No patches or few in good condition. Slight raveling. Remedy/Action: Maintain with sealcoat.5--FairLongitudinal cracks greater than 1/2 inch. Transverse cracks greater than 1/2 inch. Second cracks (crack raveling). Less than 50% of block cracking. First signs of longitudinal cracks at edges. Sound structural condition. Patching/wedging in good condition. Moderate raveling. Extensive to severe flushing and polishing. Remedy/Action: Maintain with sealcoat or thin overlay.
4--PoorLongitudinal cracking in the wheel paths. Rutting 1/2-1 inch deep. Greater than 50% block cracking. First signs of structural weakening Severe surface raveling. Multiple longitudinal and transverse cracks with slight crack erosion. Patching in fair condition. Remedy/Action: Structural overlay greater than 2 inches3--PoorLess than 25% alligator cracking (first signs). Moderate rutting 1-2 inches deep. Sever block cracking. Longitudinal and transverse cracks showing extensive crack erosion. Occasional potholes. Patches in fair/poor condition. Remedy/Action: Structural overlay greater than 2 inches. Patching and repair prior to major overlay. Milling would extend overlay life.
2--PoorGreater than 25% alligator cracking. Severe rutting or distortion greater than 2 inches. Closely spaced cracks with erosion. Frequent potholes. Extensive patches in poor condition. Remedy/Action: Reconstruction with base repair. Crush and shape possible.1--PoorLoss of surface integrity. Extensive surface distress.
