Flood Insurance Ordinance

In 2010, the Federal Emergency Management Agency (FEMA) published maps delineating the boundaries of flood hazard areas in Charlotte. These new maps were scheduled to be put into use in November 2010.

To insure that property owners within the designated flood hazard areas would have access to flood insurance, the City Council was required to take two actions. The first was the adoption of an ordinance that amended chapter 14 of the Code of Ordinances. These amendments designated the Building Official as the enforcing agency for purposes related to the flood hazard areas and adopted by reference Appendix G to the Michigan Building Code. Appendix G contains provisions related to construction practices in flood hazard areas. At the time of ordinance adoption, the appendix was already being enforced.

Ordinance No. 2010-06 was introduced on November 8, 2010, adopted by City Council on November 22, 2010 and became effective on December 12, 2010.

Subsequent to the adoption of this ordinance, it was learned that FEMA also required the adoption of a resolution that restated a number of the provisions of the ordinance. This resolution was adopted by the City Council on December 13, 2010.
