The City of Charlotte
operates on an administrative hierarchy very similar to most
other Michigan cities with the council-manager form of
government, which is the most common form of municipal
governance practiced in Michigan. The Mayor and City Council set
policy and give direction to the City Manager, who, in turn,
manages the city staff.
The Staff members of the city are divided into six departments:
Police, Fire, Treasury, City Clerk,
Public Works and
Community Development. Five of these departments is
supervised by a "Department Head", who is in charge of the
day-to-day operation of each department. Some departments, such
as the Public Works, employ dozens of people, while others have
only a few. The
Community Development Department
consists of a
single employee.

department head are responsible for a wide array of city
